Differently-abled children can join any school

Parliament passed the Right of Children to Free and compulsory Education (Amendment) Bill, 2012, with the Lok Sabha passing the measure on Wednesday, thereby providing for an integrated education process which would allow differently-abled children in the age group 6-14 the right of admission to any school.

Replying to a discussion on the Bill, which the Rajya Sabha had passed earlier, Human Resource Development Minister Kapil Sibal allayed fears expressed by Supriya Sule (NCP) and Priya Dutt (Congress) on home-based education for this category of children, saying a committee had been set up to issue guidelines as to the level at which such an arrangement should be made.

Mr. Sibal said he would incorporate the suggestion into the law as it was necessary to integrate the education process. He said there had to be a choice and it was for the parents to decide.

He assured the House that children suffering from various disabilities would be brought within the ambit of the Right to Education Act in due course.

Addressing the concerns expressed by minority community members over the establishment of a management committee for aided minority institutions, Mr. Sibal said it would function only in an advisory capacity.

As for shortages in schools, the Minister said the Centre had cleared the appointment of six lakh school teachers and it was now for the State governments to make the appointments and use the funds made available to them.

He, however, refused to reconsider the new system of comprehensive and continuous evaluation (CCA) at the level of the board examinations, saying the experiment was limited to 12,000 schools following the CBSE syllabus.

Most members supported Rashtriya Janata Dal chief Lalu Prasad's demand for conducting examinations even at the board level, stressing that now the State boards were not excluded from the purview of the Central government.

As regards a common curriculum, Mr. Sibal said such a system was being evolved, science and mathematics having already been brought within its ambit. Among other subjects, commerce would be covered next.

When Mr. Sibal did not commit himself to opening schools in minority-dominated areas for the benefit of the girl child, Mr. Prasad and his other party MPs of his party staged a walkout.

New Delhi, May 9: Several voices rose in the Lok Sabha today against the no-detention clause in the Right to Education (RTE) Act, broad-basing a debate that was so far confined to some schools in cities. Many MPs felt that the policy of unhindered promotion till Class VIII would prove disadvantageous to children in rural areas as they grow up as schools in villages have stopped holding annual examinations. One MP went to the extent of saying that the no-detention clause would make the children fit only for the rural job guarantee scheme known as MGNREGA. The RTE Act says that no child should be held back till he or she completes Class VIII. Although the rules provide for introduction of continuous and comprehensive evaluation, the MPs complained that such an assessment is not taking place in rural schools. RJD leader Lalu Prasad said schools in rural areas were not holding any examinations, making the students “non-serious” about studies. “Schools are not holding any examination in rural areas. It is a conspiracy against children from the rural areas. When the people in rural areas will know about it, the country will witness a strong movement,” Lalu Prasad told the House. Jharkhand Vikash Morcha leader Ajay Kumar said many government schools in Jharkhand were not holding examinations in any class. “The children from our states will end up being labourers in the MGNREGA (the Mahatma Gandhi National Rural Employment Guarantee Act) scheme. They cannot compete with the urban children,” he said. HRD minister Kapil Sibal said the no-detention policy did not bar a school from conducting assessments. The debate followed Sibal’s introduction of amendments to the RTE Act. The amendments, which were passed, aim to include physically challenged children in the disadvantaged groups that are entitled to 25 per cent reservation in private schools. Sibal said seriously disabled children would be entitled to “home-based education” at government cost — a proposal that raised eyebrows. Two young MPs, Congress’s Priya Dutt and NCP’s Supriya Sule, opposed the provision for home-based education for disabled children. “Home-based education will be detrimental. We are giving the option to parents to keep the disabled children back home. Let us remove this option,” Dutt said. Sule said parents may not be willing to bring their disabled child to school and may keep them back home on the pretext of home-based education. Sibal said his ministry would set up a committee to consider the criticism against the home-based education provision. The committee will suggest detailed guidelines outlining who should benefit from such a provision and how to check its misuse. Other amendments passed today exempt educational institutions imparting religious instruction, such as madarsas and Vedic pathasalas, from the RTE Act and lay down that the school management committees in aided minority schools shall function only in an advisory capacity. दिल्लीवालों की समस्याओं को दूर करने की दलील देते हुए दिल्ली सरकार ने एमसीडी को तीन टुकड़ों में बांट तो दिया, लेकिन इनके संचालन की अभी तक सही व्यवस्था नहीं की गई है। माना जा रहा है कि विधानसभा चुनाव से पहले तीनों निगमों में अधिकारियों की सही ढंग से नियुक्ति और कार्यालयों का सेटअप नहीं हो पाएगा। निगम के सत्तासीन नेता, विपक्षी नेता और अधिकारी भी स्वीकार कर रहे हैं कि निगमों का ढांचा तैयार होने में काफी वक्त लगेगा। एकीकृत एमसीडी की स्थायी समिति के पूर्व अध्यक्ष योगेन्द्र चांदोलिया का कहना है कि अगले एक वर्ष तक तो तीनों निगम ठीक ढंग से कार्य ही नहीं कर पाएंगी, क्योंकि निगम के पास न तो पर्याप्त अधिकारी हैं और न ही कर्मचारी। पूर्वी दिल्ली मामले में उनका कहना है कि वहां ढांचागत सुविधाएं नहीं हैं। ऐसे में सुविधाओं की व्यवस्था में ही दो-तीन वर्ष लग जाएंगे। इसी तरह, दक्षिणी दिल्ली में विपक्ष के नेता और पूर्व महापौर फरहाद सूरी का कहना है कि दक्षिणी दिल्ली में सिविक सेंटर जैसी सुविधाओं के विकास के लिए वर्षों लग जाएंगे। दरअसल, निगम को इसके लिए काई सुविधाएं जुटानी होंगी, जिनमें वक्त लगेगा। यह सब विधानसभा चुनाव तक संभव नहीं लगता है। ज्ञात हो कि डॉ.श्यामा प्रसाद मुखर्जी सिविक सेंटर के निर्माण में लगभग पांच साल लग गए थे। दक्षिणी दिल्ली नगर निगम के आयुक्त मनीष गुप्ता का भी मानना है कि अधिकारियों और कर्मचारियों की नियुक्ति और स्थानांतरण प्रक्रिया में ही लगभग छह माह लग जाएंगे। अधिकारियों के मुताबिक ग्रुप 'ए' के अधिकारियों की तैनाती उनकी वरिष्ठता एकीकृत निगम के आधार पर ही की जाएगी, लेकिन ग्रुप बी, सी और डी के कर्मचारियों की तैनाती फिलहाल अस्थायी तौर पर की जाएगी। बाद में उनसे संबंधित निगम में जाने की राय मांगी जाएगी। तत्पश्चात प्रोटोकाल के तहत इनकी नियुक्ति की जाएगी। इसके तहत कर्मचारी का आवास और उनकी व्यक्तिगत समस्या को भी ध्यान में रखा जाएगा, जिसमें काफी वक्त लगेगा। गलियारे में बैठकर किया कामकाज: पूर्वी दिल्ली नगर निगम का कार्यालय तो चालू कर दिया गया, लेकिन कार्यालय में स्थायी समिति अथवा सदन की बैठक के लिए सभा का निर्माण नहीं हुआ है और न ही अधिकारियों और वरिष्ठ नेताओं के लिए कार्यालय बनाए गए हैं। स्थिति ऐसी है कि मंगलवार को निगम मुख्यालय गए शिक्षा अधिकारी को गलियारे में बैठकर अपना कामकाज करना पड़ा। आयुक्त एसएस यादव का कहना है कि जल्द ही आर्किटेक्ट से डिजाइन तैयार कराया जाएगा और हाल का निर्माण शुरू हो जाएगा।

नई दिल्ली, एजेंसी : केंद्रीय प्रशासनिक ट्रिब्यूनल (कैट) ने कहा है कि किसी भी सरकारी अधिकारी या कर्मचारी को सिर्फ उसके वरिष्ठ अधिकारी की शिकायत को आधार मानकर दंडित नहीं किया जा सकता है, जब तक कि प्राकृतिक न्याय के सिद्धांत के आधार पर आरोप सिद्ध न हो जाए। पीठ के सदस्य जॉर्ज पराकेन (न्यायिक) और सुधीर कुमार (प्रशासनिक) ने सरकार की दलीलों को नजरअंदाज करते हुए इसे विकृत करार दिया। दिल्ली सरकार के कर्मचारी बुलर पाल ने अनुशासनात्मक और अपीलीय अथॉरिटी के उस फैसले को चुनौती दी थी जिसमें एडीएम (पश्चिम) देवेश सिंह द्वारा 2001 में की गई श्किायत के आधार पर उन्हें दोषी ठहराया गया था। बुलर पर यह आरोप था कि बतौर चालक वे बिना किसी पूर्व सूचना के दो बार ड्यूटी पर देर से आए। कैट की मुख्य पीठ ने अपने फैसले में कहा कि मेरे विचार में यह मामला बिना किसी साक्ष्य का है, इसलिए अनुशासनात्मक और अपीलीय अथॉरिटी के आदेश न्याय के सिद्धांत के प्रतिकूल हैं। लिहाजा उनको दंडित करने के बजाय उन्हें आरोपमुक्त किया जाए। बुलर पाल ने कैट ने अपनी याचिका में कहा था कि उनके ऊपर जो आरोप लगाए जा रहे हैं उसे सिद्ध करने के लिए कोई ठोस सुबूत नहीं है जिसके आधार पर उन्हें दोषी ठहराया जा सके।

New Delhi: With hardly any applicants for the newly created posts after MCD trifurcation, many heads of departments of the erstwhile civic body have been given additional charge to look after all the three corporations. 
    Officials say the MCD received only two applications for 19 posts. MCD was supposed to finish the appointment of new department heads for the three corporations by April-end. “We have not received too many applications. Still, we are hopeful that the process will be completed before the new corporations are formed,” said a senior MCD official. It will take at least two months to appoint the department heads, the official said. 
    Even after the split, some departments will function as if under a unified corporation till the posts are filled. Also, the three commissioners will hold their review meetings together for the time being. “As of now, we have asked the department heads to look after the functioning of all the corporations as a whole. 
    In some departments where we had an eligible candidate, we have divided the work. For instance, the present director for press and information will look after all the three corporations,’’ the official said. 
    The present department heads, such as CA-cum-CFO, assessor and collector, press and information, director of horticulture, will work as if in a unified corporation. The officials with additional charge will ensure proper shifting of records.

New Delhi: The leaders at the three new corporations will have to make do with less number of helping hands, with the Directorate of Local Bodies slashing up to 800 group D posts, including those of drivers, peons and security guards. DLB has abolished 400 posts for peons, 150 for drivers and another 125 for security guards. In the same order, however, it has created 300 posts for A and B category officials, amounting to an additional annual salary expenditure of Rs 25 crore. 
    Following the order, Mahinder Nagpal, leader of House in the north corporation, has got only one peon and one steno to manage his work. The leader of House of the erstwhile MCD used to get three peons, two stenographers, a personal assistant and a driver. Nagpal is yet to get an official car and a driver. “We are already running short of staff with the trifurcation of municipal bodies. How can DLB do this?” said Nagpal. 
    “It will hamper work in our corporation. DLB will have to explain the logic behind the same,” demands Subhash Arya, leader of House in the south corporation. 
    DLB director R K Srivastava was not available for comments. However, a senior officer said on the condition of the anonymity that “the decision was probably taken to solve the problem of ghost employees”. MCD had allegedly caused a loss of about Rs 500 crore to the public exchequer in the last five years by paying salaries to hundreds of its employees who had not even been appointed. 
    At MCD, mayors were given five peons, two drivers and several support staff. Following the trifurcation, there are three mayors, three commissioners, at least a dozen of additional and deputy commissioners and around 50 departmental heads. 
    At the senior level, DLB has added 300 posts, including 30 in the engineering department, 85 in town planning, 22 in health, 14 in horticulture, 49 in community services, 27 in information technology and 47 in the audit departments.

आशुतोष झा, नई दिल्ली बात देश के दूरदराज गांवों के स्कूलों की नहीं हो रही है। जहां आर्थिक तंगी या अन्य कारणों से स्कूलों में पढ़ने वाले छात्र बिना पाठ्य पुस्तक के ही पढ़ाई करते हैं। बात है राजधानी दिल्ली की जहां एमसीडी स्कूल में पढ़ने वाले लाखों बच्चे फिलहाल बिना किताब-कॉपी के पढ़ाई कर रहे हैं। दरअसल, बेहतर सुविधा के नाम पर एकीकृत एमसीडी को जिस तरह तीन हिस्से में विभाजित किया गया। इस प्रक्रिया के चलते बीते दिनों पाठ्य सामग्री मुहैया कराने के लिए जो टेंडर आदि साल की शुरुआत में ही जारी किए जाते थे, विभाग ने कुछ दिनों पहले जारी किया। नीति स्पष्ट नहीं होने से प्रकाशक ने भी ज्यादा दिलचस्पी नहीं दिखाई। नतीजा है कि अभी मांग के अनुरूप पुस्तकें उपलब्ध नहीं है। एमसीडी के सभी स्कूलों में नया सत्र शुरू हुए महीना भर से अधिक समय हो गया। मगर इन स्कूलों में पढ़ने वाले छात्रों को प्रतिवर्ष जो पाठ्य पुस्तकें व स्टेशनरी एमसीडी की ओर से मुफ्त प्रदान की जाती रही हैं। वह इस वर्ष सत्र शुरू होने के बाद भी छात्रों को नहीं प्रदान किए जा सके हैं। ऑल इंडिया पेरेंट्स एसोसिएशन के प्रेसिडेंट अशोक अग्रवाल भी इसके लिए सीधे प्रशासन को जिम्मेदार ठहराते हैं। पिछले कुछ महीने से शिक्षा विभाग के निदेशक का पद खाली है। इस बीच सिवा बंटवारे के प्रशासन का कहीं ध्यान नहीं गया। नतीजा है कि भुगत रहे हैं बच्चे। मालूम हो कि दिल्ली में नगर निगम के तकरीबन 1729 स्कूल हैं जिसमें कक्षा एक से पांचवीं तक की पढ़ाई होती है। इनमें कुल मिलाकर दिल्ली के 10 लाख बच्चे पढ़ते हैं। यह वे बच्चे हैं जिनके अभिभावकों की आर्थिक स्थिति ठीक नहीं है। लेकिन इसे विभागीय उपेक्षा ही कहेंगे कि जब सर्दी बीत जाती है उसके बाद स्वेटर के बदले छात्रों को पैसे थमा अधिकारी खानापूर्ति करते हैं। इसी प्रकार नया सत्र शुरू होने से पहले पाठ्य सामग्री उपलब्ध कराने के लिए फंड का प्रावधान होने के बाद भी लापरवाही के चलते लाखों बच्चों के पास न किताबें न कापियां पहुंच पाती हैं। इस संबंध में जब एमसीडी के एडिशनल कमिश्नर दीपक हस्तीर से बात की तो उन्होंने आश्वस्त किया कि गर्मी की छुट्टी शुरू होने से पूर्व सभी छात्रों को किताबें मिल जाएंगी।

दिल्ली सरकार व नगर निगम के नेताओं के बीच जुबानी जंग तेज हो चली है। सोमवार को सरकार के दो मंत्रियों व तीन विधायकों ने नगर निगम पर हमला बोलने के लिए प्रेसवार्ता बुलाई। दिल्ली के स्वास्थ्य एवं राजस्व मंत्री डॉ अशोक वालिया ने नगर निगम की कार्य क्षमता पर प्रश्न चिह्न लगाते हुए कहा कि एमसीडी अपने कर्मचारियों को वेतन तक देने में सक्षम नहीं है। वालिया का कहना था कि नगर निगम जितना राजस्व एकत्र करता है, उससे ज्यादा वह पार्षद फंड व अफसरशाही पर खर्च कर देता है। दिल्ली के तीनों नगर निगमों की कुल अनुमानित आमदनी ६०८१ करोड़ रुपये है। डॉ वालिया के मुताबिक इसमें लगभग आधे २९५१ करोड़ रुपये दिल्ली सरकार द्वारा दिए जाने हैं। हाल ही में हुए चुनाव में तीनों नगर निगमों में भाजपा ने जीत दर्ज की है। इसके बाद से ही भाजपा नेताओं व दिल्ली सरकार के बीच तल्खी बनी हुई है। शुक्रवार को भाजपा के वरिष्ठ पार्षद योगेंद्र चंदोलिया ने दिल्ली सरकार पर निशाना साधते हुए कहा था, नगर निगम चुनाव में खर्च हुए ३३ करोड़ रुपये का भुगतान दिल्ली सरकार करे। चंदोलिया की इस मांग पर पलटवार करते हुए डॉ वालिया ने कहा कि पिछले प्रत्येक चुनाव का खर्च नगर निगम द्वारा ही वहन किया गया था। इसलिए इस बार ऐसी मांग करना केवल छोटी राजनीति भर है।

New Delhi: The newlyformed civic agencies are clueless about starting work. Even though the Delhi government-appointed director of local bodies approved the staff division formula on Thursday, some departments will function as they did before. 
    Earlier, MCD had advertised vacant posts in all the three new corporations. The posts were that of chief town planner, chief accountant-cum-financial advisor, assessor and collector, chief law officer, director press and information and other director-level posts. 
    But there were very few respondents, which is why the existing heads of departments were given additional charge of all three new corporation. 
    “Since these posts are on deputation basis, the corporation is yet to fill these up,” said a senior official. 
    Sources said that Ravi Dass, engineer-in-chief of MCD, is likely to take over charge of South Delhi Municipal Corporation; Anil Prakash and Vijay Prakash are likely to assume charge of North and East corporations respectively. 
    While trifurcating the 272 wards between three corporations, the director of local bodies had transferred 15 wards from one zone to another. But the official notification was issued only last month. 
    The zones have not started the process of shifting records. Most of the important citizen-centric services have been badly hit as people are clueless about where to go. 
    Services like RTI, sanctioning of building plans of big plots, registration of birth and death and the like will continue to be affected for another month. Residents of wards like Daryaganj, Nizamuddin, which were earlier part of the city zone but were transferred to the central zone after the split, are facing problems now. 
    “Services like paying of property tax, sanctioning of building plans, issuance of birth and death certificates have been hit. But these are only teething problems; things will sort out after a week,” said an official. 
    Meanwhile, in the East corporation, only the commissioner’s office and municipal secretary’s department have shifted. Other departments are yet to shift. Work can begin only then. 
    Also, East is yet to get office furniture. There are no computers and phones for the staff. Officials said that when DSIIDC vacated the floor, they removed the LAN connection too.

नई दिल्ली, जागरण संवाददाता: एकीकृत एमसीडी का प्रशासनिक दायित्व संभालने वाले कमिश्नर केएस मेहरा को बृहस्पतिवार को सिविक सेंटर में आयोजित समारोह में भावभीनी विदाई दी गई। सेंटर के जिस मीटिंग हॉल में सदन की बैठक होती है, समारोह का आयोजन उसी हॉल में किया गया था। जिसमें एमसीडी के सभी विभागों के प्रमुख तथा सैकड़ों की तादाद में अधिकारी व कर्मचारी शामिल हुए। एमसीडी से कार्यमुक्त होकर दिल्ली सरकार में अपनी सेवा देने गए मेहरा को विदाई के दौरान नवगठित तीन एमसीडी उत्तरी, दक्षिणी व पूर्वी के नवनियुक्त कमिश्नर पीके गुप्ता, मनीष गुप्ता व एसएस यादव ने स्मृति चिन्ह भेंट किया। इस मौके पर मेहरा ने कहा कि एमसीडी में तकरीबन चार साल तक काम का अच्छा अनुभव रहा। कर्मचारी व अधिकारियों की भी उन्होंने प्रशंसा की लेकिन कहा कि इन्हें सही समय पर दिशा-निर्देश मिलना जरूरी है। कार्यकाल के दौरान साथ देने के लिए कमिश्नर ने सभी का तहे दिल से शुक्रिया कहा। इसके अलावा एमसीडी से दिल्ली सरकार में सेवा देने गए एडिशनल कमिश्नर एजे कूरियन व जनक दिग्गल को भी विदाई दी गई। मालूम हो कि एमसीडी के गठन के बाद सात अप्रैल 1958 को एमसीडी प्रशासन की जिम्मेदारी संभालने के लिए कमिश्नर की नियुक्ति प्रक्रिया शुरू हुई थी। एकीकृत एमसीडी के पहले कमिश्नर पीआर नायक नियुक्त हुए तो अब आखिरी कमिश्नर का तमगा केएस मेहरा के नाम रहेगा। इसी वर्ष 30 जून को सेवानिवृत होने वाले केएस मेहरा दिल्ली सरकार में प्रधान सचिव के रूप में अब अपनी सेवा देंगे। वह 19 फरवरी 2008 से एमसीडी में कमिश्नर पद की जिम्मेदारी संभाल रहे थे। मेहरा ने कार्यभार संभालते ही बायोमीट्रिक हाजिरी, ई-गवर्नेस, आधुनिक तरीके से कूड़े के निस्तारण आदि की दिशा में काम करना शुरू किया जो काफी हद तक सफल रहा।

MCD logo to be ditched

A logo that stood for Delhi for more than 50 years is on its way out. The fledgling civic bodies that were born with the Municipal Corporation of Delhi’s split have been asked to devise a logo each in the coming weeks. However, the corporations have demanded they be allowed to use the old 

MCD logo till they come up with the new ones. The South Delhi Municipal Corporation was the first off the block with the demand.

Created by a committee in 1960 as a symbol for Delhi, the MCD logo can be seen across the city on thousands of structures. The monuments on the logo are now in the areas of different corporations.

पूर्वी दिल्ली,जागरण संवाददाता : पटपड़गंज औद्योगिक क्षेत्र के उद्योग सदन परिसर में शुरू हुए पूर्वी दिल्ली निगम के मुख्यालय में यदि क्षेत्र से संबंधित समस्या लेकर जा रहे हैं तो साथ में पीने का पानी लेकर अवश्य जाएं। कारण, नए निगम मुख्यालय तो दूर, पूरे पटपड़गंज औद्योगिक क्षेत्र में अब तक सीवर व पानी का कनेक्शन नहीं है। सीवर की सफाई पर ही उद्योग विभाग की ओर से सवा छह लाख रुपये खर्च किए गए हैं। वैसे उद्योग सदन इमारत में निगम का मुख्यालय शुरू होने से पहले निगमायुक्त केएस मेहरा के दौरे के दौरान भी उद्योग सदन परिसर में पेयजल संकट का मुद्दा उठा था। निगमायुक्त ने निगम मुख्यालय शुरू होने से पहले ही पेयजल समस्या का समाधान करने के अधीनस्थ अधिकारियों को आदेश दिए थे। निगम मुख्यालय शुरू होने के बाद भी पानी की समस्या दूर नहीं हो सकी। मेयर, डिप्टी मेयर व निगम की स्थायी समिति के सदस्यों के चुनाव व शपथ ग्रहण समारोह के दौरान बाहर से पानी की व्यवस्था की गई थी। बुधवार को भी मेयर अन्नपूर्णा मिश्रा के सामने भी इमारत परिसर में पानी की समस्या का मुद्दा उठा। जगतपुरी के पीके भंडारी की ओर से सूचना के अधिकार के तहत उद्योग विभाग के सामने उठाए गए सवाल के लिखित में विभाग के परियोजना अधिकारी आरके गुप्ता की ओर से 6 फरवरी को दिए जवाब से खुलासा हुआ कि पूरे पटपड़गंज औद्योगिक क्षेत्र में अब तक सीवर एवं पानी का कनेक्शन नहीं है। हाल में सीवर की निजी एजेंसी से सफाई पर सवा छह लाख रुपये उद्योग विभाग ने खर्च किए।

नई दिल्ली, जासं: दिल्ली हाईकोर्ट के मुख्य कार्यकारी न्यायाधीश एके सिकरी और न्यायमूर्ति राजीव सहाय एंडलॉ की खंडपीठ ने वकील अशोक अग्रवाल की याचिक पर सरकार को निर्देश दिया कि वह सरकारी सहायता प्राप्त स्कूलों में भी स्पेशल एजुकेटर रखने के लिए अपनी ओर से अनुमति पत्र जारी करे। वहीं, कोर्ट ने पब्लिक स्कूलों को जमकर फटकार लगाते हुए कहा कि उनकी भी यह जिम्मेदारी है वह अपने यहां स्पेशल एजुकेटर की नियुक्त करें। इसके लिए सरकारी तौर पर उन्हें कोई सहायता नहीं मिलेगी। हाईकोर्ट ने कुछ समय पहले दिल्ली सरकार को नोटिस जारी किया था कि स्कूलों में मानसिक तौर पर विक्षिप्त बच्चों के लिए सरकारी, एमसीडी, सरकारी सहायता प्राप्त स्कूलों और पब्लिक स्कूलों में स्पेशल एजुकेटर रखे जाएं। दिल्ली सरकार ने सरकारी स्कूलों और एमसीडी के करीब तीन हजार स्कूलों में स्पेशल एजुकेटर रखने के लिए विज्ञापन जारी किया जबकि सहायता प्राप्त स्कूलों के लिए दिशा-निर्देश जारी नहीं किया।

नई दिल्ली, राज्य ब्यूरो : दिल्ली सरकार ने हाईकोर्ट में कहा है कि जब सरकार ने शहर में 961 स्कूल खोल रखे हैं, तो लोग पब्लिक स्कूलों की ओर क्यों भागते हैं? उन्हें इन स्कूलों में महंगी फीस भरने की क्या दरकार है, लेकिन सरकार की यह दलील सुविधाओं के मामले में कहीं टिकती नहीं जान पड़ती। सरकार भले ही बेहतर रिजल्ट का दावा करती हो, लेकिन इन स्कूलों की हालत की तुलना, निजी स्कूलों से नहीं की जा सकती। पूरे मामले पर पेश है दैनिक जागरण की रिपोर्ट। दिल्ली की पौने दो करोड़ की आबादी के लिए सरकार ने शहर में 961 स्कूल खोल रखे हैं, जिसमें 14 लाख बच्चे पढ़ाई कर रहे हैं। शहर की आबादी का दायरा लगातार बढ़ता जा रहा है, लेकिन सरकार उसी तेजी से नए स्कूल नहीं खोल पा रही। परिणाम यह है कि एक-एक क्लास में 60 से 100 तक की संख्या में बच्चों को दाखिल कर दिया गया है। एक क्लास में 45 बच्चों की सिफारिश : अशोक गांगुली कमेटी ने दिल्ली की स्कूली शिक्षा को लेकर सौंपी रिपोर्ट में सिफारिश की थी कि किसी भी क्लास में 45 से अधिक बच्चे नहीं होने चाहिए। ज्यादातर निजी स्कूलों में इस पद्धति का पालन किया जाता है, लेकिन सरकारी स्कूल ऐसा नहीं कर पा रहे। शिक्षकों का भारी अभाव : सरकार भी मानती है कि इन स्कूलों में करीब आठ हजार शिक्षकों की कमी है। हालांकि यह कमी दस हजार से ज्यादा बताई जाती है। 100 स्कूलों की तत्काल जरूरत : जानकारों की मानें, तो जिस तेजी से दिल्ली की जनसंख्या में इजाफा हो रहा है, उसे देखते हुए तत्काल कम से कम 100 नए स्कूल खोले जाने की जरूरत है, लेकिन जमीन की कमी का रोना रोकर सरकार ऐसा नहीं कर रही। दोनों पाली को चलाने का काम भी सही से नहीं हो पा रहा। मंत्रियों, विधायकों के बच्चे क्यों नहीं पढ़ते सरकारी स्कूलों में : दिल्ली सरकार आम लोगों को भले ही सरकारी स्कूलों की राह दिखाती हो, लेकिन तमाम मंत्री, विधायक और आला अधिकारी तक इन स्कूलों को अपने बच्चों की पढ़ाई के काबिल नहीं समझते। निजी स्कूलों की तुलना में सुविधाएं नहीं : सरकार चाहे जो दावे करती हो, लेकिन पब्लिक स्कूलों की तुलना में इन स्कूलों की हालत बेहद खराब है। जिस प्रकार का माहौल निजी स्कूल उपलब्ध कराते हैं, उसकी तुलना में ये स्कूल कहीं नहीं टिकते। पब्लिक स्कूल खोलने की कवायद : दिल्ली सरकार ने खुद भी पब्लिक स्कूल खोलने की कवायद की थी और कहा गया था कि तमाम सुविधाओं से लैस ऐसा एक स्कूल प्रीत विहार में खोला जाएगा, लेकिन अब तक इस स्कूल की नींव नहीं रखी जा सकी है। सुरक्षा में भी फिसड्डी : खजूरी खास इलाके में लड़कियों के स्कूल में भगदड़ से कई बच्चों की मौत का मामला कोई बहुत पुराना नहीं हुआ है। इस दुर्घटना ने स्कूलों की सुरक्षा व्यवस्था को लेकर भी सवाल खड़े किए।

विभूति कुमार रस्तोगी, नई दिल्ली प्रक्रिया और व्यवस्था बदलने करने की बजाय दिल्ली सरकार ने राजधानी के राजकीय प्रतिभा विकास विद्यालयों में छठी, सातवीं और आठवीं कक्षा की पढ़ाई बंद करने का फैसला लिया है। प्रतिभा स्कूलों में शिक्षा के अधिकार कानून (आरटीई) के कारण बीते दो वर्षो से दाखिला प्रक्रिया आयोजित नहीं हो पा रही थी। जब यह मामला दिल्ली हाईकोर्ट में पहुंचा तो कोर्ट ने सरकार से इस मामले में जवाब मांगा। मंगलवार को दिल्ली सरकार ने हाईकोर्ट में मामले में जो जबाव दिया, उसकी किसी को उम्मीद नहीं थी। दिल्ली सरकार की ओर से साफ तौर पर कहा गया कि वह प्रतिभा स्कूलों में छठी, सातवीं और आठवीं कक्षाओं को बंद करने जा रही है। इसका मतलब साफ है कि प्रतिभा स्कूलों में सरकार बिना लिखित परीक्षा के दाखिला देना ही नहीं चाहती। बुधवार को भी दिल्ली हाईकोर्ट में इस मामले की सुनवाई होगी। बता दें कि राजधानी के प्रतिष्ठित सरकारी स्कूल राजकीय प्रतिभा विद्यालयों में बीते साल और इस साल भी दाखिला न होने का मुद्दा हाल ही में हाईकोर्ट पहुंचा था। वकील अशोक अग्रवाल ने दिल्ली सरकार द्वारा बीते साल और इस साल भी दाखिले का आयोजन न करने को लेकर याचिका दायर की थी। हाईकोर्ट ने याचिका पर दिल्ली सरकार से जवाब मांगा और सुनवाई के लिए दो मई की तारीख मुकर्रर की। अपनी याचिका में वकील अशोक अग्रवाल ने बताया था कि बीते साल आरटीई के कारण लिखित परीक्षा के जरिए दाखिले पर रोक लगाई गई। इसके बाद कोर्ट ने कहा था कि अगले साल से बिना लिखित परीक्षा के किसी और जरिये प्रतिभा स्कूलों में दाखिल करवाया जाए, लेकिन इस साल मार्च बीत जाने के बाद भी दिल्ली सरकार ने दाखिला प्रक्रिया आयोजित नहीं की। दरअसल, शिक्षा के अधिकार कानून (आरटीई) के तहत प्रावधान है कि पहली कक्षा से लेकर आठवीं तक के दाखिले में किसी भी प्रकार की लिखित परीक्षा या स्क्रीनिंग नहीं की जाएगी। राजधानी के 19 प्रतिभा स्कूलों में बीते दस वर्षो से लिखित परीक्षा के आधार पर दाखिले हो रहे थे। प्रतिभा स्कूलों में छठी कक्षा से 12वीं तक की पढ़ाई होती है। प्रतिभा स्कूलों में बच्चे छठी कक्षा में ही दाखिला होता है और बच्चा फिर आगे की क्लास में बढ़ता रहता है। बीते साल प्रतिभा स्कूलों में छठी कक्षा में दाखिले के लिए दिल्ली सरकार ने लिखित परीक्षा के लिए अखबारों में विज्ञापन निकला,इसके बाद मामला कोर्ट पहुंच गया। कोर्ट ने जनवरी में फैसला दिया कि सत्र 2011-12 के लिए खाली 1400 सीटों पर अन्य सरकारी स्कूलों के बच्चों को स्थानांतरित कर दिया जाए, लेकिन अगले साल बिना लिखित परीक्षा के कुछ और विकल्प तलाशा जाए।

Teacher beats up kid at MCD school

Eleven-year-old Fardeen, a class 5 student at a government school, was left with an eye injury and bruises after he was allegedly beaten up by a teacher who suspected that he had broken a windowpane. 

Ramjit Yadav, a teacher at Municipal Corporation of Delhi-run primary school at Jahangirpuri in north-west Delhi, had beaten up the the child, hitting him with his fists and kicking him, around 3:30 pm on April 28, according to the complaint lodged with the police. 

The boy was kept locked up inside a classroom for two hours and he returned home around 6 pm.

“The child has a serious eye injury, severe pain and bruises on his body. We lodged a complaint in the evening at the Jahangirpuri police station. The police were reluctant to file a complaint in the beginning,” said child’s father Navisher Mallick.

Mallick took his son to Babu Jagjivan Ram Memorial Hospital in Jahangirpuri for medical treatment. A medico-legal certificate was issued which indicated that he was beaten up.

“Despite repeated requests, the police were not inclined to register an FIR against the accused school teacher initially,” said Akbar Ali, member of Chetanalaya, a child rights NGO which helped Mallick lodge the complaint.

“Moreover, despite bringing all these facts to the notice of Kanwar Singh, additional director of education, MCD, no action has been taken so far. He kept saying that the department would take action,” added Ali.

The parents said the school’s principal refused to take action against the teacher when they met him on Tuesday. “The principal has challenged us to do whatever we want,” said Mallick.

The MCD education officer was not available for comment despite repeated attempts. Advocate Ashok Agarwal has also written a letter to the National Commission for Protection of Child Rights. 

He said in the letter that it was a clear case of grievous hurt and wrongful confinement under the Indian Penal Code, and also violated the Right of Children to Free and Compulsory Education Act, 2009.

मायावती ने चालू सत्र में संविधान संशोधन करने की मांग की एजेंसीत्ननई दिल्ली पदोन्नतियों में आरक्षण की व्यवस्था के संबंध में केंद्र सरकार जल्दी ही निर्णय लेगी। प्रधानमंत्री कार्यालय में राज्य मंत्री वी. नारायणसामी ने सोमवार को लोकसभा में यह घोषणा की। सुप्रीम कोर्ट ने पिछले सप्ताह उत्तरप्रदेश सरकार का वह निर्णय रद्द कर दिया था जिसमें सरकारी नौकरियों में पदोन्नतियों में भी आरक्षण की व्यवस्था थी। सोमवार को यह मसला संसद के दोनों सदनों में उठा। निचले सदन में इसे कांग्रेस के पीएल पूनिया ने उठाया। जबकि उच्च सदन में उत्तरप्रदेश की पूर्व मुख्यमंत्री मायावती ने। राज्यसभा सदस्य बनने के बाद पहले भाषण में मायावती ने कहा, 'पदोन्नतियों में आरक्षण को लेकर संविधान संशोधन होना चाहिए। इसके लिए इसी सत्र में विधेयक पेश किया जाना चाहिए। सरकार को अगर इसके लिए हमारे समर्थन की जरूरत है तो हम तैयार हैं।' उन्होंने प्रश्नकाल में विशेष अनुमति के जरिए यह मुद्दा उठाया। इससे प्रश्नकाल 10 मिनट देर से शुरू हुआ। लोकसभा में पूनिया ने कहा, 'सुप्रीम कोर्ट के फैसले से भ्रम की स्थिति बन गई है। इस पर सरकार को स्पष्टीकरण देना चाहिए।' कुछ अन्य सदस्यों ने भी उनका समर्थन किया। इस पर नारायणसामी ने कहा, 'मसले पर चर्चा जारी है। कानून मंत्रालय और सामाजिक अधिकारिता मंत्रालय के बीच विचार-विमर्श हो रहा है। सरकार जल्दी ही इस संबंध में फैसला करेगी।'
