Mayor opposes filling up of posts for new municipal bodies

New Delhi, Apr 12 (PTI) With the process for filling up senior posts for the new municipal bodies being launched, Delhi Mayor Rajni Abbi today opposed the move claiming that it was being done with a view to deprive local employees and officers of the MCD of their regularisation in the present cadre. In a letter to Lt Governor Tejinder Khanna, the Mayor said the Delhi Municipal Corporation, which has issued the circular, may have no locus standi in the matter because after formation the Municipal Corporations will have independent status. "Thus, it is legally doubtful as to whether the present MCD can recruit the officers for newly created independent Corporations.... I want to place before you the hidden agenda of the deputationist higher officers presently working on policy making posts of the Corporation," she said in the letter. She said with a view to deprive the local employees and officers of the MCD, the circular has neither called regular DPC(s) for their regularisation in the present cadre being held by them for the last many years nor even in some cases the finalisation of the recruitment rules have been completed. "This intentional motivated action on the part of the deputationist officers has placed them (local officers) outside the ambit of the consideration zone of the newly created Municipal Corporations for their appointment," she said. As per the above quoted circular, the present criteria fixed for filling up of the higher posts in the newly created posts specifically contains regular appointment with other required qualifications is must for appointment to the posts to be filled in. "It is, therefore, requested that the MCD administration may be asked to regularise the local staff against their present post, if they have completed the required service in any capacity, in the feeder cadre for promotion against higher posts," she said.
