Complaints gather dust in children rights body office

Govt yet to extend staff’s service period
Complaints are not being registered at the Delhi Commission for Protection of Child Rights (DCPCR) as it has been functioning without its members and the secretary for a week.

Their tenure has ended, but the government has not given an order to extend the period of their services. 

DCPCR is given the responsibility of safeguarding child rights and implementing the Right to Education Act in Delhi.

Shashank Shekhar, former DCPCR member, said he and other staffers are waiting for the government’s decision. 

“Our term has ended, and hopefully it will be renewed soon. Even in our absence, there are some people at the Commission’s office to look after complaints,” he said.

The Commission gets thousands of complaints every year, especially between January and March when schools begin nursery admissions. 

Since the Right to Education Act was implemented in 2009, complaints about denial of admission have increased substantially.

Only a few clerks and officers are presently manning the Commission’s office in ISBT, said a source.

The source said DCPCR is not functioning at a time when people need it the most. 

Several complaints in the form of letters and phone calls pertaining to admissions have been received but not registered yet.

Over burdened

“Only one member comes to office. But it is impossible for a single person to do the entire Commission’s work,” added the source.

“We sent a letter to the government in January, informing it of the members’ end of term. If the letter for extension has been signed, the members will rejoin on Monday. If not, then they may join in mid-April after the Municipal Corporation of Delhi polls,” said the source.

Rajeev Kale, director of women and child development department, said, “We are looking into the matter and it will be resolved soon.” 

He said the appointment of DCPCR’s head is taking longer. “The ministry does not want to rush the decision. It will select the best candidate,”Rajeev Kale said.
